Not a manifesto. The list. NAV statement for the housing vehicle. Capital accounts by LP. Call and distribution register if the period had activity. Occupied units and AMI mix, verified against the rent roll named in the close file. Units placed in service, if the certificate is dated on or before cutoff. Permanent jobs at the properties, if the payroll roster ties. Source-file index. If solar kWh, or another line, does not tie, it is absent. Harbor does not get a guess in a footnote.

Occupancy book vs NAV book

Property managers already keep rent rolls. The GP already closes books. The split is the Tuesday occupancy memo. Dual Ledger holds both to one cutoff. The occupancy book is not a second administrator. It is the same Dual Ledger period folder: rent rolls, AMI certificates, placed-in-service letters, and the trial balance. We verify. We do not originate unit counts. We do not promise a tax-credit allocation. Counsel and the syndicator stay in their seats.

Occupied units and AMI mix

Ties to the rent roll and AMI certificate named for this cutoff. If the roll is dated after books, the line waits. We do not average two months to fill a cell.

Placed in service

Certificate on file, dated on or before cutoff. A draft letter from the contractor is not a source file. The line stays off until the named PDF is in the period folder.

Jobs at the properties

Payroll roster or property staffing file with an owner and a date. Headcount remembered on a call does not stamp. Your GP can still discuss hiring on the LP call.

Who signs the credit file

You sign GP representations. Moko signs the admin checklist. The syndicator, tax credit investor, and counsel stay in their seats. We assemble exhibits they ask for. We do not file, and we do not opine on credit delivery.

Audit notes on a housing close

An auditor should walk from NAV to the trial balance and from occupied units to the rent roll named in the index. That is the Dual Ledger housing file. It is not a tax opinion and not a promise that credits deliver. If a property is still in lease-up, say so on the call. Do not ask us to stamp a stabilized occupancy you do not have.
